Create a bank payout recipient for a crypto off-ramp (sell USDC, cash out to fiat). Provide the target currency, account type and bank details (see /requirements), the account holder legal name, and the funding wallet. Returns the recipient id for /transfer. The recipient is sanctions-screened upstream. Pay 0.01 USDC.
