Makes a QR code as scalable SVG (21x21 modules, version 1) for up to 17 bytes at level L, 14 at M, 11 at Q or 7 at H, with the mask chosen by the standard penalty rules. Returns the SVG and a base64 copy. Larger versions are not supported; longer text returns 400.
